Unable to find #optimization-guide-on-device-model on chrome://component

Hi team i'm having a challenge,using the AI tools because of the above title, i know the hackerthon submission is just few hours away, but can someone, let me know if there is alternative. i have done and enabled all flags but all still abortive

    chrome://components should feature "Optimization Guide On Device Model" 3 minutes after you've started fresh a brand new Chrome install.

    but i'am not getting it, downloaded chrome canary and also chrome dev same thing
