Cloud-primary with Gemini Nano fallback - Which categories qualify?

I'm building a web application with a hybrid AI architecture and want to understand which prize categories it qualifies for.
MY ARCHITECTURE:
- PRIMARY: Cloud AI (Gemini API) for text prompts, images, and documents
- FALLBACK: Chrome's Prompt API with Gemini Nano when offline or cloud unavailable
- All users have access to Gemini Nano for offline form generation
CORE FUNCTIONALITY:
- Online users: Cloud AI handles all inputs for best results
- Offline users: Gemini Nano enables privacy-first, zero-cost form generation
- Seamless switching between modes based on connectivity
MY QUESTIONS:
1. Does this architecture qualify for "Best Hybrid AI Application - Web Application"?
- Or must Gemini Nano be the PRIMARY engine for text prompts?
2. Does this architecture qualify for "Most Helpful - Web Application"?
- The judging criteria mention "functionality" and "purpose" - does the hybrid architecture support this category even if cloud is primary?
3. Would judges evaluate my app based on how WELL I demonstrate offline Gemini Nano capability, regardless of whether it's primary or fallback?
The rules mention "extending reach" with Firebase/Gemini API, but I want to ensure I understand the requirements correctly before finalizing my submission.
