Do we have to post to chrome web store if submitting an extension project?

I am wondering if I have to submit my chrome extension to the chrome web store in order to qualify, since in the submission requirements it states that there should be a published application, however the chrome web store needs time to evaluate an extension and the publishing might take some time. Any help would clarifying would be appreciated :)

    You don't have to post your extension to the chrome web store. Simple instructions to load your extension locally are required only.

    You see I was on my way to add it to the chrome store but I realized I wanted to add a few more things and do some polishing before I did that so I ended up just giving the ZIP file and the GitHub Repo
