My question is will they provide api key for gemini nano cuz it isnt free

  No sir. It's not available in some countries in Africa. I even downloaded Canary and I couldn't find it.

  There are some hardware requirements indeed (https://developer.chrome.com/docs/ai/get-started#hardware) but I'm not aware of Gemini Nano not available in some countries in Africa.

  My 8 GB RAM device is incompatible with the Nano API. Are there any workarounds, or does this prevent my hackathon participation?

  You could try to add more RAM to your device, or borrow one from a friend that matches hardware requirements.
